2. Arrondissement of Sarcelles, (subprefecture: Sarcelles) with 15 cantons and 61 communes. The population of the arrondissement was 410,382 in 1990, and was 427,716 in 1999, an increase of 4.22%.
3. Arrondissement of Pontoise, (prefecture of the Val-d'Oise department: Pontoise) with 17 cantons and 117 communes. The population of the arrondissement was 434,521 in 1990, and was 467,888 in 1999, an increase of 7.68%.
